1. Executive Summary
Bernardine Ltd proposes a time-limited pilot to deliver its discipline, systems, and execution Programme to a defined cohort within the Council's area. The pilot targets measurable improvements in routine, engagement, employability, and wellbeing among participants — including young people and adults — and produces clear outcome data to inform any wider roll-out.
2. The Need
Many residents — particularly young people not in education, employment, or training, and adults seeking to rebuild structure — lack the daily systems and discipline that underpin progress. This Programme addresses that gap directly, with a proven method and a strong safeguarding framework.
3. What We Deliver
- A structured cohort Programme following the Daily SOP and Digital Discipline SOP.
- Mentoring and accountability from vetted coaches.
- Clear, tracked outcomes via participant tracking.
- Recognised completion certificates.
4. Target Cohort and Safeguarding
The pilot supports a mixed cohort of adults and young people. Safeguarding is central: all delivery staff hold enhanced DBS checks, a Designated Safeguarding Lead is in place, and we operate the full Safeguarding Policy. We will work within the Council's safeguarding partnership and reporting requirements.

Outcome reporting is provided to the Council at agreed intervals, aggregated and anonymised wherever possible, in line with the Privacy Policy and Data Retention Policy.
6. Delivery Plan and Timeline
- Weeks 1–2: Mobilisation, referrals, enrolment, baselines.
- Weeks 3–14: Programme delivery and mentoring.
- Weeks 15–16: Final review, certification, evaluation report.
7. Governance
A named Programme Lead reports to a joint steering contact at the Council. We carry appropriate insurance, comply with all relevant policies, and welcome the Council's oversight and audit.
8. Investment
A fixed pilot fee covers delivery, materials, safeguarding, and reporting for the agreed cohort size. A detailed budget is provided in the accompanying schedule. Value is measured against the outcomes above and the cost of inaction.
